Istrian Y full-profile upgrade (A8 and A9)
Second carriageways and the second Učka tube added to the Istrian Y under the BINA-Istra concession: A9 Pula – Umag (2010–2011), A8 Kanfanar – Vranja (2011–2021), the Učka Tunnel second tube (2024), and the works still under way: the Učka Tunnel – Matulji full profile and the second Mirna bridge and Limska Draga viaduct on the A9. Every lot runs on road that the project hr-istarski-ipsilon already measures, so all are marked sharedWith and excluded from network totals. Costs are not recorded per lot: the sources give totals for several sections, some in kuna.

| A8 Učka Tunnel – Matulji full profile (second carriageway) Shared track Shared with Istrian Y (A8 Kanfanar – Matulji, A9 Umag – Pula) 10.5 km from the Kvarner portal of the Učka Tunnel to the Matulji interchange, including the interchange; the 2023 amendment gives the second-lane stretch as almost 10.3 km. Wikipedia dates the start of the additional lanes to September 2023; the official start-of-works ceremony was held on 16 February 2024. On 17 July 2026 the minister said the first four kilometres would open within about ten days and the whole section in the first quarter of 2027; no opening is confirmed here. Value of the three projects together (Učka–Matulji full profile, Mirna bridge, Limska Draga viaduct) is about EUR 214 million per the concessionaire and press; the cited sources give no per-lot figure. Contract Amendment No. 7 of 10 May 2023 covered the same works at about EUR 200 million, with a 38-month duration from July 2023. The Matulji interchange rebuild is a EUR 17.7 million project per the minister. Upgrade of an existing road: the original road stays in the network as its own lot, so this lot is excluded from network totals (sharedWith). | Under construction | 11 km |

Source: total cost of the A9 upgrade was EUR 228 million (Wikipedia), for all the 2A-stage works, not for this section alone. This section runs on track another line already owns. It counts in this line's length and is left out of every total that spans projects, so the kilometres are counted once.
Contractor roles are as recorded in the award. Only builders count toward the delivery rankings.
Funding
- Loan12 km3 sections
- Bina-Istra, the concessionaire, secured the funds for this works package and the two A9 structures through commercial bank loans.
A section that lists two sources counts its full length under each: the data records which sources paid, not what share each one carried.
