Ruse – Veliko Tarnovo Motorway

Planned 132.84 km motorway from the future Danube bridge at Ruse to Debelets, south of Veliko Tarnovo, duplicating the I-5 road. It has no number assigned. The Road Infrastructure Agency (API) splits it into three sections. Sections 1 and 2 (Ruse – Byala and the Byala bypass, 75.64 km) are under design-and-build contracts signed in October and November 2022. The tender for Section 3 (Byala – Veliko Tarnovo) was cancelled on 11 August 2026.

Km 0+400 to 40+640. The joint venture DZZD Hemus-16320 comprises Infra Expert AD, Avtomagistrali – Cherno More AD, Patinzheneringstroy-T EAD and Transkonsult-22 EOOD. Contract deadline 7 August 2028. Building permit RS-17 of 18 February 2026 covers km 0+500 to 40+640. No groundbreaking was found in the sources, so the lot is recorded as tendered. Wikipedia lists the section as under construction. Byala bypass (Section 2)

Km 40+640 to 76+040. The joint venture comprises Evropeyski Patishta AD, Groma Hold EOOD, Vodno Stroitelstvo – Blagoevgrad AD, Avtomagistrali Hemus AD and Patproekt 2000 OOD. Contract deadline 23 October 2027. Building permits: RS-85 of 14 November 2023 (km 61+140 to 69+040) and RS-41 of 9 June 2025 (km 40+640 to 61+140 and km 69+040 to 76+040). Byala – Veliko Tarnovo (Section 3)

Km 76+040 to 133+240 (km 76.04 to 133.24 is 57.2 km, as in the API section description; the Wikipedia article's own text says 58 km). Tender cancelled on 11 August 2026 over flaws in the bid evaluation methodology, so the section has no contractor. Offers had been opened on 2 June 2025 (3, 4 and 5 offers for the three lots). The line follows the OpenStreetMap alignment only where one is mapped. The mapped alignment measures about 46.6 km and ends short of Debelets, so the drawn line is shorter than the recorded length.
