BOAK Northern Crete Motorway (Kissamos – Agios Nikolaos)

Included in the Chania – Heraklion concession as an option, together with an interchange on the Chania bypass for the road to Chania airport. The option was exercised by ministerial decision on 16 December 2025 and its activation protocol signed on 30 January 2026, the day the concession began. Greek Wikipedia names the section Kissamos port – Vamvakopoulo; Vamvakopoulo is the westernmost interchange of the Chania bypass, which belongs to the main concession. Length is 30.4 km in the environmental study reports of 2025; the minister gave 30 km and a 2024 report 30.8 km. The Central Archaeological Council approved the environmental study on 14 October 2025 on condition that the alignment at Nopigia – Koleni is changed. The design-build subcontractor is the same as for Chania – Hersonissos: TERNA, with AKTOR and METKA to take 30% each once the change of shareholders is completed.

Runs from the west end of the Chania bypass (Vamvakopoulo interchange) to the Hersonissos interchange, including the existing dual-carriageway bypasses of Chania, Rethymno and Heraklion, which are upgraded. Length is given as about 157 km at signing; other official figures are 155 km, 155.5 km and 157.5 km. The concession began on 30 January 2026; expected opening is the end of its five-year design and construction period, with sections that need no lengthy expropriation to open earlier. TERNA held the whole design-build subcontract; under the April 2026 approval it becomes TERNA 40%, AKTOR 30% and METKA 30%. At signing GEK TERNA gave the construction cost as 1.75 billion euro. The ministry's October 2024 presentation gave 2.057 billion for Chania – Heraklion (Hersonissos), and GEK TERNA gave 2 billion for the 187 km including the Kissamos option on 2 February 2026. Road safety works on the existing road run alongside and are not part of this lot.

From the Hersonissos interchange to Neapoli. The consortium was the only bidder and was named preferred bidder in May 2022. Of the 22.44 km, 8.3 km is new alignment and 14.2 km upgrades the existing road; the works include 12 single-carriageway bridges (1.7 km), five single-bore tunnels (6.75 km in total, among them the Selinari and Vrachasi tunnels), five new interchanges and a 215 m cut-and-cover. The scheduled service availability date moved from 21 April 2027 to 11 July 2028 because the state handed over the construction sites late (16 April and 12 May 2025, against 21 April 2024); the contractual long-stop date is 11 July 2029. The private partner claimed 124 million euro in compensation. Progress was a little over 40% in September 2026. Sources from 2025 onwards name the works consortium GEK TERNA – AKTOR Group. Cost figures differ between sources: 359.6 million (2022), 290 million at signing, about 350 million in the ministry's October 2024 presentation and a 330 million budget in August 2026.

Public works contract (design and build) to widen the existing road into a dual carriageway, from the first entrance to Neapoli to the Kritsa interchange at Agios Nikolaos, with three interchanges (Neapoli, Limnes, Agios Nikolaos). The contract ran 36 months from signing, to 5 September 2025; after extensions for late expropriation, utility diversions and redesign under revised environmental terms, the deadline is 30 October 2027. The ministry gave the budget as 169 million euro at signing, which equals the tender budget without the option plus 24% VAT; AKTOR's bid value was not found. Excavation and blasting at km 193–195 of the existing road were reported in late June 2024. The Recovery and Resilience Facility funds a 10.2 km part and the Limnes interchange, due by 31 August 2026; on 18 September 2026 the minister said the first roughly 10 km would open within weeks; earlier reports placed them at the eastern (Agios Nikolaos) end.
