Athens Metro Line 4, Section A (Alsos Veikou – Goudi)

Contract duration converted from days: 2,920 days. Attiko Metro issued stage B tender documents on 6 September 2018 to three pre-selected consortia, with a €1,510 million budget and an 8-year build; bids were due on 15 March 2019. Financial offers were opened on 19 October 2020: AVAX – Ghella – Alstom bid €1,158 million excluding VAT and Aktor – Ansaldo – Hitachi €1,180 million. The contract, signed on 22 June 2021 (shares AVAX 47%, Ghella 25%, Alstom 28%), covers final and detailed design, civil works, electromechanical and railway systems, 20 driverless trains, maintenance, and a new control centre and train workshop at Sepolia depot. The tender specified about 10,307 m of twin-track tunnel bored by at least two TBMs, from shafts at Veikou and Katechaki, plus about 850 m of single-track tunnel. Archaeology and utility diversions were let separately to ERETVO on 29 March 2021 for €33.5 million, raised to €35.6 million in September 2023. TBM Athina left Katechaki in summer 2023 and reached Evangelismos on 12 February 2026 after about 5,118 m. TBM Niki left Alsos Veikou in 2024 and was halted on 8 May 2026, after passing under Kypseli square towards Dikastiria, when ground movement exceeded design predictions. In February 2026 Elliniko Metro moved the completion deadline from 20 June 2029 to 3 September 2032, against the contractor's proposed 13 February 2034, and demanded repayment of an early-completion premium; the contractor contests both. In April 2026 the Goudi and Evangelismos station sites had still not been handed over.
