S19 expressway, Via Carpatia (Kuźnica – Białystok – Lublin – Rzeszów – Barwinek)

Expressway of about 570 km from the Belarus border at Kuźnica to the Slovak border at Barwinek, through Białystok, Lublin and Rzeszów. In October 2026 the northern end (Kuźnica – Sokółka Północ, Deniski – Boćki), the Lublin – Rzeszów sections, the Kock bypass, the Rzeszów bypass and Krosno – Dukla are open, and most of the remainder is under construction or contracted. The Białystok Zachód – Deniski gap and the stretch to the Lubelskie border are still in preparation. Lots follow GDDKiA contract sections, grouped where they share an opening date; cost figures are contract values at signing. Rzeszów Wschód – Rzeszów Zachód runs on A4 and Lublin Rudnik – Lublin Sławinek is shared with S12 and S17, so neither is drawn as an S19 lot. Domaradz – Krosno (12.5 km, also called Domaradz – Iskrzynia) is not drawn: its design-build contract of 7 November 2022 was terminated on 14 May 2026 with 13% of the work done, a new tender was announced on 1 September 2026, and OpenStreetMap maps no alignment for it. Geometry comes from OpenStreetMap, cut at junctions where they are mapped and otherwise by the sourced section lengths.

Kuźnica – Sokółka Północ

Design-build, the northern end of S19 at the Belarus border. The main carriageway opened on 31 December 2025 and permanent traffic arrangements followed on 27 July 2026. The whole project is 15.79 km: 10.6 km to expressway standard and 5.2 km of dual carriageway DK19 in class GP from the border crossing to the Kuźnica junction, which is not drawn. The 10.6 km is the expressway length stated by GDDKiA Białystok; the OpenStreetMap centreline from the Kuźnica junction to Sokółka Północ is 8.9 km, 16% shorter. Contract value 526.22 million PLN (monthly table, gross); plwiki gives "over 526 million" for the whole project.

Sokółka Północ – Czarna Białostocka

Design-build contract with Stecol Corporation signed on 21 June 2024; contract deadline 21 June 2028. The road permit (ZRID) application was filed on 22 April 2025 and the MSBD page records no decision, so the lot is shown as awarded, not under construction, although GDDKiA lists the stage as "Realizacja". Planned junctions: Sokółka Zachód, Geniusze, Straż and Czarna Białostocka; 28 structures. OpenStreetMap maps no alignment for the last part before Czarna Białostocka, so the drawn line stops where the mapped ways end and is not joined to the next lot. It is 17.9 km long, 26% shorter than the sourced 24.1 km.

Czarna Białostocka – Białystok Północ

Design-build contract with Unibep signed on 19 February 2024; the road permit (ZRID) was issued on 24 June 2026 and the monthly table gives 8 July 2026 as the works start. The contract deadline is 19 November 2027 (monthly table). Includes the Wasilków junction; 20 structures. OpenStreetMap maps no alignment for the first part after Czarna Białostocka, so the drawn line starts where the mapped ways begin and is not joined to the previous lot. The south end sits at the mapped Białystok Północ junction (unnamed in OpenStreetMap). The drawn centreline is 8.4 km, 32% shorter than the 12.34 km sourced.

Krynice – Dobrzyniewo – Białystok Zachód

Design-build contract with Porr together with Unibep, signed on 19 May 2021. The road permit (ZRID) was issued on 28 February 2024; the monthly table gives 12 March 2024 as the works start. The contract deadline was 30 April 2025; GDDKiA Białystok said on 14 May 2026 that the section would open in autumn 2026 with work nearly 80% complete. It joins S8 at the Białystok Zachód junction and will meet S16 near Krynice. Cut at the south end by the end of the mapped interchange; the drawn centreline is 9% shorter than the sourced 10.18 km.

Białystok Zachód – Deniski (southern Białystok bypass)

Length measured from OpenStreetMap geometry. The section is also called Choroszcz – Ploski. GDDKiA lists Białystok Zachód – Księżyno at 16.65 km and Białystok Południe – Ploski at 12.72 km (plwiki gives 7.9 km for Księżyno – Południe), 37.3 km to Ploski, and the stretch from Ploski to the Deniski junction is not given separately. Design-build contracts signed in November and December 2020 were terminated after the environmental decision was annulled by the courts. A new environmental decision was issued on 31 July 2023 and the General Director for Environmental Protection partly changed and partly upheld it in October 2025; a complaint to the administrative court is pending (GDDKiA Białystok, 14 May 2026). Both works contracts appear as terminated in the monthly table. No tender or works start is recorded.

Deniski – Haćki

Design-build; the Deniski junction joins S19 to the existing DK19, with two rest areas at Haćki. Split out of the earlier Ploski – Haćki section after a court annulled the environmental decision for Choroszcz – Ploski. The permit (ZRID) application was filed in July 2023 and issued on 9 September 2024, against the end of 2021 planned in the contract; the main carriageway opened on 4 August 2026. plwiki names Value Engineering as a third consortium member. There is no junction at Haćki, so the boundary with Haćki – Boćki is placed by the sourced length of 6.5 km.

Haćki – Boćki

Two design-build contracts: Haćki – Bielsk Podlaski Zachód (about 9 km, Budimex, includes a link on DK66) and Bielsk Podlaski Zachód – Boćki (12.19 km, Strabag). The length is the sum of the two sections (plwiki 9 km and MSBD 12.19 km); the drawn centreline is 6% shorter.

Boćki – Malewice – Chlebczyn

Two design-build contracts: Boćki – Malewice (15.91 km, Strabag) and Malewice – Chlebczyn (25.07 km, Kolin, with a 658 m bridge over the Bug and the Siemiatycze Północ and Południe junctions). The contract deadlines of 2 May 2025 have passed. On 14 May 2026 GDDKiA Białystok reported Boćki – Malewice at 98% and Malewice – Chlebczyn due in autumn 2026; Boćki – Malewice can only open together with the first half of Malewice – Chlebczyn. The planned total cost of the project is almost 1.5 billion PLN (GDDKiA Białystok). The tender announcement dates differ between pages (23 September and 4 November 2020 on MSBD, 18 September and 30 October on plwiki).

Chlebczyn – Łosice – Lubelskie border

Section "granica woj. podlaskiego – Łosice – granica woj. lubelskiego" (32 km on the MSBD page, 32.4 km on plwiki), in the preparation stage with implementation planned for 2029–2031. The environmental decision was issued on 4 October 2024. It would include the Sarnaki, Ostromęczyn, Łosice and Mszanna junctions according to plwiki. No tender is recorded. The drawn centreline, from OpenStreetMap proposed ways, is 29.6 km (7% shorter).

Międzyrzec Podlaski bypass

Built 2005–2008 as a single-carriageway expressway (dual only at the junctions) and signposted as DK19. plwiki gives the opening as 18 April 2008; the MSBD page gives only the year 2008. The 13.7 km section to the north and the sections to the south are being built to dual carriageway. No junction is mapped at the south end, so the boundary with the next lot is placed by the sourced length of 6.6 km.

Two design-build contracts: Międzyrzec Podlaski – Radzyń Podlaski (22.2 km, Stecol) and Radzyń Podlaski – Kock (18.3 km, Polaqua). Kock and Wola Skromowska bypass

Built 2009–2011 as a single-carriageway expressway and opened to traffic on 19 December 2011 (the MSBD page; plwiki gives 21 December). A second carriageway was added under a contract with Polaqua signed on 1 April 2022 (183.44 million PLN gross per the monthly table); the MSBD page gives 19 May 2026 as the date the road was made available, and plwiki says the bypass regained expressway status on 21 May 2026 in full dual-carriageway form. The lot keeps the 2011 opening date because the road has been in use since then. The north boundary is placed by the sourced length of 7.9 km, ending at the mapped Kock Południe junction; the mapped Kock Północ junction lies 1.6 km inside the drawn line.

The permit (ZRID) was issued on 10 July 2015 and the road opened on 1 September 2017. A second carriageway is being added on Sokołów Małopolski Północ – Jasionka (13.83 km, Strabag, contract signed 21 November 2022, 69% in May 2026 per plwiki) and is not a separate lot. No junction is mapped at Stobierna, so the boundary with Stobierna – Rzeszów Wschód is placed by the sourced length of 12.5 km.

Rzeszów Zachód – Świlcza

The first contract, signed on 22 April 2010 with a consortium of Radko, Autostrada Wschodnia and Punj Lloyd for this section and A4 Rzeszów Zachód – Rzeszów Centralny (441.7 million PLN in total, about 207.5 million for the S19 part), was terminated on 25 May 2012. A new contract with Eurovia Polska was signed on 18 January 2013 and the section opened on 13 December 2013. No value is recorded because the 2013 contract value is not in the sources. Between Rzeszów Wschód and Rzeszów Zachód, S19 runs on A4, which is not drawn here. The drawn centreline is 8% longer than the sourced 4.375 km.

Rzeszów Południe – Babica (Babica tunnel)

Design-build with Mostostal Warszawa and Acciona, signed on 10 July 2020; works began on 1 March 2022 (monthly table) after the permit of 24 February 2022. The lot includes the Babica tunnel, running from about km 18+475 to 20+730 of the project chainage, about 2.26 km (MSBD description; the plwiki route table gives 2 km), bored with the machine Karpatka. It also has the Lutoryż rest areas and several viaducts. Two design-build contracts: Jawornik – Lutcza (5.25 km, Gülermak and Budimex, with a further Gülermak partner named in the monthly table) and Lutcza – Domaradz (6.38 km, Kolin; a first tender was annulled because offers exceeded the estimate). Permit applications were filed on 13 January 2026 and 11 December 2025 and no decision is recorded, so the lot is shown as awarded. GDDKiA gives completion dates of 2031 and June 2030. The Domaradz junction is included. The next stretch, Domaradz – Krosno (12.5 km), is not drawn: its contract was terminated on 14 May 2026 and a new tender was announced on 1 September 2026 (MSBD).

Two design-build contracts, both opened to traffic on 23 December 2025: Krosno – Miejsce Piastowe (10.3 km, Aldesa Construcciones Polska with Aldesa Construcciones, with two junctions) and Miejsce Piastowe – Dukla (about 10.1 km, Strabag, with the Dukla junction and the Równe rest area). The permits (ZRID) were issued on 16 February 2023 and 28 September 2023. The drawn centreline is 7% shorter than the 20.4 km sourced. The stretch before it, Domaradz – Krosno (12.5 km), is not drawn: it is being re-tendered.

Contract deadline 4 May 2027; plwiki cites 13% progress in May 2026 and says the date may change because the permit was late and structures need redesign.
