A7 Motorway (Rupa – Rijeka – Žuta Lokva)
The Rijeka bypass and its link to the Slovenian border at Rupa, with a planned continuation along the coast to the A1 at Žuta Lokva. The bypass was built in stages from 1977: Orehovica – Diračje in 1988, Diračje – Matulji in 1990 and Matulji – Jurdani in 1991 as four-lane roads, Rupa – Jurdani as a motorway in 2004–2005, Orehovica – Sveti Kuzam in 2006 and Sveti Kuzam – Križišće, completed in December 2013. About 43 km is open (Novi list, 2025). The remaining 56 km from Križišće to Žuta Lokva is split into four sections: Križišće – Selce (two subsections, both under contract in 2026), the Novi Vinodolski bypass (under construction, built as one two-lane carriageway), Novi Vinodolski – Senj and Senj – Žuta Lokva (design stage). The A8 Istrian Y joins at Matulji and is modelled as its own project.

| Jurdani – Matulji Građevinar (2008): a 5 km four-lane section without hard shoulders opened in 1991, named Matulji – Jušići; the 16.3 km Rupa – Matulji section on the ARZ page leaves about 5 km after the 11 km to Jurdani, so the lot is taken as Jurdani – Matulji. English Wikipedia adds that the A7 was extended 3.7 km to Jurdani in 2004, the first stretch built as a six-lane motorway; the sources do not place that 3.7 km on the 1991 road, so it is not split out. Ends at the Matulji interchange where the A8 Istrian Y joins; the cut is at the A7 carriageway nearest the end of the A8 lot, so the two projects do not overlap. | Rijeka West (Diračje) – Orehovica Construction of the Rijeka bypass started in 1977 and the north carriageway of the Orehovica – Diračje section, 8.3 km, opened in July 1988 (Građevinar, 2008). The south carriageway was added under Autocesta Rijeka – Zagreb: contract signed 22 January 2008 with a joint venture led by Hidroelektra niskogradnja (spelled Hidrolektra in the PDF text) with Viadukt, Konstruktor-inženjering and STRABAG AG, a little under HRK 628 million excluding VAT, work started at the end of February 2008 with a deadline of 1 June 2009. It opened as full profile on 22 December 2009 (Dnevnik.hr): 8.85 km between the interchanges, 9.6 km with access roads, four tunnels, two viaducts and the Rječina Bridge; more than HRK 1 billion invested. Kuna amounts are not recorded as money fields. The length is the south carriageway figure; the mapped alignment measures 8.48 km. HAC news dated 31 July 2026: contract signed at Crikvenica on Friday 31 July with a bidder consortium (Kolektor CPG, Kolektor Koling, CGP, Gorenjska Gradbena Družba, EURO-ASFALT), EUR 252 million excluding VAT, 42 months from the contractor being introduced to the site. | Selce – Novi Vinodolski (bypass) First phase of the A7 south of Križišće: a 9.8 km bypass of Novi Vinodolski, of which 6.5 km lies on the line of the future A7 and 3.3 km is connecting roads to the D8 at Selce and Povile. Built as a two-lane road in half profile on the line of the future left carriageway. Zagori tunnel 834 m and Ričina viaduct 1,062 m (HAC). Contract signed 13 September 2021, HRK 474,471,626.60 excluding VAT, three years from signing; HAC put it at EUR 63 million in 2024 and total investment at EUR 87 million in 2025.
